Pedro Castillo was their President elect. He won the popular vote but V.P. Dina Boluarte had him arrested when he tried to declare a new emergency Government, including a new Congress.
The US Embassy was definitely involved in the "coup". The idea that they would reduce ties to the current government is absurd - they helped put it in power!
